Abstract

In dieser Dissertation wird das pandemische Ankaufprogramm der Europäischen Zentralbank während der COVID-19-Pandemie untersucht. Die Dissertation umfasst eine Fallstudie zur Refinanzierung der Region Brüssel-Hauptstadt während der Pandemie und zeigt den Einfluss des pandemischen Ankaufprogramms auf die Finanzierungskosten und den Marktzugang der Region auf. Zudem werden europarechtliche und ökonomische Spannungsfelder im Zusammenhang mit dem Ankaufprogramm aufgezeigt und es wird analysiert, ob die Europäische Zentralbank innerhalb ihres Mandats handelte. Abschließend wird ein Ausblick zu anhängigen Verfahren bezüglich des pandemischen Ankaufprogramms und Empfehlungen für eine künftige Ausgestaltung von Ankaufprogrammen gegeben.
