Entwicklungszusammenarbeit: eine Einführung

Abstract

Entwicklungszusammenarbeit (EZ) ist ein vergleichsweise neues Konzept in den internationalen Beziehungen. Ziele und Motive für EZ haben sich langfristig betrachtet stark gewandelt. Neben den kurz- und längerfristigen Zielsetzungen im Eigeninteresse (etwa wirtschaftliche und außenpolitische Interessen) ist bei Gebern darüber hinaus meist ein genuines Interesse erkennbar, Länder in ihren Entwicklungsprozessen zu unterstützen. Entwicklungserfolge in den Partnerländern hängen von einer Vielzahl von Faktoren ab. Einen hohen Stellenwert haben die Politiken der Länder selbst. Am deutlichsten wird dies dort, wo schlechte Regierungsführung die Fragilität verstärkt und/oder zu Gewaltkonflikten führt. Externe Faktoren sind für Entwicklungs­erfolge ebenfalls wichtig, etwa beim Zugang zu Märkten in entwickelten Regionen. EZ kann Entwicklungserfolge allerdings begünstigen.
