Abstract

In modernen Wohlfahrtsstaaten wird das Marktgeschehen in starkem Maße durch die Politik beeinflusst. Indem der Staat Steuern einhebt und Staatsausgaben tätigt, beeinflusst er sowohl die Struktur und das Niveau der Produktion als auch die Einkommensverteilung und damit die Verteilung der Verfügungsgewalt über das Produktionsergebnis. Der erste Band der Sozialpolitischen Studienreihe stellt eine gekürzte Fassung der WIFO-Studie "Umverteilung durch den Staat in Österreich" dar. Die zentralen Fragestellungen der auf einem Entschließungsantrag des Nationalrats beruhenden Studie sind: Wie wird durch die Staatseinnahmen und Staatsausgaben die Verteilung der Einkommen bzw. die Wohlfahrt der Haushalte beeinflusst? Wer profitiert von bestimmten Ausgaben des Staates bzw. wer leistet welchen Beitrag zur Finanzierung der öffentlichen Haushalte?
