Berufsbildungsberichterstattung in Vietnam - eine Reflexion des Beratungsprozesses: mit einem "Leitfaden für die nachhaltige Entwicklung einer Berufsbildungsberichterstattung in Vietnam"

Abstract

Die Beratung des National Institute for Vocational Training (NIVT) in Vietnam durch das Bundesinstitut für Berufsbildung (BIBB) und die Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH verfolgt das Ziel, den nachhaltigen Aufbau einer Berufsbildungsberichterstattung in Vietnam zu unterstützen. In der vorliegenden Analyse und Reflexion des Beratungsprozesses (Teil I des Wissenschaftlichen Diskussionspapiers) wird herausgearbeitet, inwiefern dieses Ziel im Rahmen der Dreieckskooperation BIBB-GIZ-NIVT bislang erreicht wurde und welche Faktoren den Prozess unterstützten. Vor dem Hintergrund der aktuellen Transferdebatte wird reflektiert, inwieweit es sich bei der Beratungstätigkeit in Vietnam tatsächlich um den Transfer eines Elements des deutschen dualen Berufsbildungssystems, den Transfer eines Instruments oder den Transfer einer Methode und von Know-how handelt. Es wird weiterhin überprüft, unter welchen Bedingungen die vietnamesischen Partner durch den Beratungsprozess Ownership über die Berufsbildungsberichterstattung entwickeln und Nachhaltigkeit erreicht werden kann.
