naBe-Aktionsplan: Wirkungsanalyse der nachhaltigen öffentlichen Beschaffung in Österreich

Abstract

Die Studie analysiert die Wirkungen des "Nationalen Aktionsplans für nachhaltige öffentliche Beschaffung" (naBe). Im ersten Teil der Studie wird der Status quo der Bundesbeschaffung insgesamt – in Volumen und Struktur – beleuchtet und die Wirkungen hinsichtlich Wertschöpfung, Beschäftigung und Emissionen untersucht. Einschließlich ausgegliederter Unternehmen wird das Vergabevolumen des Bundes im Jahr 2019 auf über 24 Mrd. € geschätzt. Im zweiten Teil der Studie wird auf sechs zentrale Beschaffungsbereiche eingegangen – Lebensmittel, Strom, IT-Geräte, Mobilität, Hochbau, Tiefbau – und detaillierte Wirkungsszenarien für die naBe-Kriterien entworfen. Die Ergebnisse zeigen, dass die erwarteten jährlichen Mehrausgaben bis 2030 auf 111 Mio. € zunehmen, und mit substanziellen ökonomischen (BIP-Effekt +123 Mio. €) und ökologischen Effekten (eingesparte CO2-Äquivalente: 43.000 t) einhergehen.
