Wettbewerb, Regulierung und Inflation. Überblick über wettbewerbsökonomische Handlungsoptionen

Abstract

Im Zuge der aufkommenden Diskussion um Inflationsbekämpfungsinitiativen wurden sehr schnell auch wettbewerbsaktivierende Maßnahmen von der Politik gefordert. Obgleich die Wettbewerbspolitik Fehlentwicklungen von Geld- und Fiskalpolitik nicht egalisieren kann, ist sie aber dennoch in der Lage einen langfristigen Beitrag zur Inflationsdämpfung zu leisten. Basierend auf einem Überblick über Märkte mit einer besonders hohen Marktkonzentration werden wettbewerbsökonomische Analysen, inwieweit aus dieser hohen Marktkonzentration tatsächlich inflationstreibende Beeinträchtigungen des funktionierenden Wettbewerbs resultieren, angestellt. Neben kurzfristig realisierbaren Maßnahmen zur Intensivierung des Wettbewerbs auf Basis des geltenden Rechtsrahmens werden auch Reformoptionen für das österreichische Wettbewerbsrecht diskutiert. Darüber hinaus werden auch Optionen für die Nutzung der durch öffentliches Eigentum an Unternehmen gegebenen Einflussmöglichkeiten auf unternehmerische Entscheidungen zum Wohle der Allgemeinheit, insbesondere im Energiebereich, ausgelotet. Zusammenfassende Schlussfolgerungen für die österreichische Wettbewerbspolitik runden die Analyse ab.
