BBEN – Beratungs- und Betreuungsleistungen für Personen mit multiplen Vermittlungshindernissen. Kosten-Ertrags-Analyse

Abstract

Das spezielle Angebot an Beratungs- und Betreuungsleistungen für Personen mit multiplen Vermittlungshindernissen (BBEN) wird vom AMS derzeit in ausgewählten regionalen Geschäftsstellen erprobt. Untersucht wird, wie sich seine Einführung auf die Kosten-Ertrags-Relation des AMS im Vergleich mit einer Situation unveränderter Betreuung und Förderung dieser Zielgruppe auswirkt. Etwaige Kostenveränderungen resultieren aus Veränderungen der Inanspruchnahme von Betreuungs- und Beratungsleistungen, der Maßnahmenteilnahme, des weiteren Verlaufes der Arbeitslosigkeit und des Leistungsbezuges sowie der nachfolgenden Beschäftigungsintegration. Während der Pilotphase in den Jahren 2017 und 2018 ergaben sich für das AMS in einem kurzen Zeitraum von einem Jahr keine Kostenersparnisse aus der Veränderung der Betreuungsstrategie für Personen mit multiplen Vermittlungshindernissen.
