Abschätzung der Wertschöpfungswirkung ausgewählter Projekte der ASFINAG. Bau- und Betriebsphase

Abstract

Ziel dieser Studie ist eine Abschätzung der volks- und regionalwirtschaftlichen Wirkungen, die mit dem Bau und dem Betrieb ausgewählter ASFINAG-Straßenbauvorhaben in Verbindung stehen; die Ergebnisse sollen in projektspezifische Prüfberichte der ASFINAG integriert werden. Für die Bauphase wurden die Investitionsstrukturen mithilfe des regionalen Input-Output-Modells ASCANIO des WIFO untersucht; die Effekte in der Betriebsphase wurden mit dem Erreichbarkeitsmodell der EcoAustria abgeschätzt. Die Ergebnisse für beide Phasen wurden in einer Barwertbetrachtung zusammengeführt. Eine Diskussion über die Grenzen dieser Analysen und die ausgeblendeten Aspekte (wirtschaftliche wie nichtwirtschaftliche) der Straßenbauprojekte ergänzt den Bericht.
