Eine Zwischenbilanz zu den Wirkungen des Programms der Ländlichen Entwicklung 2014-2020

Abstract

Mit dem Programm der ländlichen Entwicklung LE 14-20 wird die "zweite Säule" der Gemeinsamen Agrarpolitik in Österreich umgesetzt. Dieses Programm hat ein jährliches Volumen von annähernd 1 Mrd. € und wird zur Hälfte von der EU finanziert. Die Maßnahmen des Programmes zielen vor allem darauf ab, die landwirtschaftliche Produktion in Ungunstlagen aufrecht zu erhalten, die biologische Wirtschaftsweise zu fördern und Investitionen in zeitgemäße Tierhaltungssysteme zu unterstützen. Weitere Maßnahmen betreffen den Aufbau von Humankapital und die Etablierung sozialer Dienstleistungen in ländlichen Regionen. Die Ergebnisse zeigen, dass nicht nur ländliche Regionen von dem Programm profitieren, sondern auch urbane Zentren, in denen nur wenige Begünstigte sind. Da das Programm viele Ziele anstrebt, sind Zielkonflikte unvermeidbar. In Folgeprogrammen sollten diese nach Möglichkeit verringert werden.
