Abstract

Diese Kurzzusammenfassung der aktuellen WIFO-Umverteilungsstudie analysiert das Umverteilungspotential in Österreich. Trotz der hohen Abgabenquote von fast 42% erfolgt die Umverteilung vor allem über die Ausgaben- und nicht über die Einnahmenseite der öffentlichen Hand. Das untere Einkommensdrittel der Haushalte verfügt nach dem Umverteilungsprozess über ein um 60% höheres Einkommen als davor. In der mittleren Einkommensgruppe wird das Primäreinkommen um 5% verringert, im oberen Einkommensdrittel um knapp 25%. Insgesamt gewinnen Haushalte in der unteren Hälfte der Einkommensverteilung im kurzfristigen jährlichen Umverteilungsprozess durch die Geldleistungen, vor allem aber durch die Sachleistungen der öffentlichen Haushalte.
