Abstract

Im Rahmen der Studie werden die Grundlagen eines ökologisch nachhaltigen Sozialstaates skizziert. Aufgezeigt wird, inwiefern der Sozialstaat als gewichtiger Akteur einer gelingenden sozialökologischen Transformation die Lebensbedingungen der Bevölkerung verbessern, Krisenfestigkeit gewährleisten und dabei gleichzeitig den Ausstoß von Treibhausgasemissionen verringern kann. Eine besondere Rolle kommt in diesem Zusammenhang dem Ausbau öffentlicher Dienstleistungen und Infrastrukturen sowie der Arbeitsmarktpolitik zu. In der Studie werden Aspekte der Interdependenz von sozialen und klimapolitischen Fragen möglichst umfassend berücksichtigt. Betrachtet wird, wie sich der Klimawandel sowie Klimaschutzmaßnahmen kurz- und längerfristig auf unterschiedliche Personengruppen auswirken, welche sozialpolitischen Instrumente geeignet sind, auf neue soziale Risiken zu reagieren, und welche wohlfahrtsstaatlichen Maßnahmen unmittelbaren oder mittelbaren Einfluss auf österreichische Treibhausgasemissionen haben. Zentrale Inhalte sind in den Sozialbericht 2024 eingeflossen.
