Alterssicherungssysteme und Pensionsreformen in Europa

Abstract

Die Pensionsreformen um die Jahrhundertwende machten das österreichische Pensionssystem nachhaltiger. Angesichts knapper öffentlicher Mittel stellt sich für den Gesetzgeber dennoch die Frage nach weiteren potenziellen Reformoptionen für das Pensionssystem. Dieser Beitrag gibt einen Überblick zu den Alterssicherungssystemen in Europa und den zuletzt umgesetzten Reformen. Die Mehrheit der Länder hob in den letzten Jahren das Pensionsantrittsalter an, es wurde aber auch die Höhe der Neupensionen gesenkt und vereinzelt die Beiträge erhöht. In Skandinavien wurde der Bezug von Hinterbliebenenpensionen beschränkt. In mehreren Ländern wurden auch indirekte Anreize für den Verbleib im Erwerbsleben gesetzt oder automatische Anpassungsformeln eingeführt. Empirische Untersuchungen über die Erfolgsfaktoren zur Umsetzung von Pensionsreformen zeigen, dass eine schlechte Konjunkturlage und hoher internationaler Druck deren Umsetzung fördern.
