Abstract

During the preparation of the EU energy and climate package we developed a structural model on effort sharing between EU countries. While the EU proposal on effort sharing differentiates between the ETS and the non-ETS sector, our model provides target sharing provisions on country level based on contraction and convergence assumptions. In a first step, we describe the key elements of the effort sharing proposal by the European Commission. In a second step, we analyse effort sharing scenarios based on single indicators, such as emissions per GDP or emissions per capita. Finally, we provide a description of our structural energy and emissions model and present the model results.
