Exportgarantien in Österreich. Auswirkungen auf Beschäftigung und gesamtwirtschaftliche Kennzahlen

Abstract

Die von der Oesterreichischen Kontrollbank (OeKB) im Auftrag des Bundesministeriums für Finanzen abgewickelten Bundeshaftungen gemäß Ausfuhrförderungsgesetz (AusfFG) unterstützen die Exporte und Direktinvestitionen österreichischer Unternehmen auf risikoreiche Märkte. Die vorliegende Studie untersucht die Rückwirkungen der Bundeshaftungen auf die Wertschöpfung in Österreich, die inländische Beschäftigungslage und die Leistungsbilanz auf Grundlage einer Unternehmensbefragung. Die WIFO-Umfrage zeigt, dass sich Garantienehmer deutlich von anderen vergleichbaren Unternehmen unterscheiden und ihre Exportstruktur regional stärker diversifiziert ist. Die Ergebnisse der Unternehmensbefragung ermöglichen eine zeitlich strukturierte Wirkungsanalyse der Exportgarantien. Gemäß den Simulationsergebnissen hätte eine Einstellung der Exportgarantien einen Exportausfall und einen Rückgang des BIP zur Folge. Beschäftigung und Arbeitslosigkeit würden entsprechend negativ reagieren. Im Vergleich über die einzelnen Wirtschaftszweige wäre der Maschinenbau am stärksten betroffen. Indirekte negative Effekte würden aber auch im Großhandel und den unternehmensbezogenen Dienstleistungen einschließlich der Forschung und Entwicklung auftreten. Während die direkten Effekte von Beteiligungsgarantien auf die Exportaktivität nicht eindeutig sind, steigern Auslandsbeteiligungen eindeutig die Einkommen aus Direktinvestitionen und verbessern so dauerhaft die österreichische Zahlungsbilanz.
