Evaluierungskonzept für den Österreichischen GAP-Strategieplan 2023 bis 2027 bzw. 2029

Abstract

Mit dem GAP-Strategieplan werden wichtige Maßnahmen der Gemeinsamen Agrarpolitik bis zum Ende dieses Jahrzehnts umgesetzt. Erfolg und Wirkungen der Interventionen werden nicht nur durch ein jährliches Monitoring erfasst, sondern müssen auch evaluiert werden. Dazu werden Effektivität, Effizienz (Kosten versus Wirksamkeit), Zweckdienlichkeit, Kohärenz und der Beitrag zum Zusatznutzen auf Unionsebene bewertet. Das Ziel der Evaluierung des GAP-Strategieplans ist es, das Konzept und die laufende Umsetzung der Pläne qualitativ zu verbessern. Dazu müssen Evaluierungsfragen entwickelt werden, die auf der Grundlage von verfügbaren Daten und mit geeigneten Methoden beantwortet werden können. Wegen der Vielfalt der Ziele gibt es zahlreiche Interventionen, die teilweise in Wechselwirkung zueinanderstehen. Der vorliegende Bericht dokumentiert die Bearbeitungsschritte zur Erstellung eines Evaluierungskonzeptes und dessen Ergebnisse. Der Zweck dieses Konzeptes ist es, die Erstellung des Evaluierungsplans des österreichischen GAP-Strategieplans zu unterstützen.
