Abstract

Als Resultat der Finanzkrise in zahlreichen Entwicklungsländern ist der kommerzielle Markt für den österreichischen Export von Industrieanlagen auf die zahlungsfähigen Schwellenländer im Fernen Osten und einige andere Länder geschrumpft, die alle ihre Nachfragemacht ausnützen. Da österreichische Industrieanlagen technologisch denen der Konkurrenten vergleichbar sind, verlagert sich der internationale Wettbewerb immer mehr auf die – dem Auftraggeber transparent scheinenden – Finanzierungskonditionen. Zunehmend wird vom Kunden die Gewährung von Soft Loans – Krediten zu Entwicklungshilfekonditionen – verlangt. Da diese von kommerziellen Konditionen zu stark abweichen, um vom Lieferunternehmen selbst finanziert werden zu können, müssen sie von den Regierungen der Lieferländer gefördert werden.
