Die österreichische Versicherungswirtschaft im EG-Binnenmarkt

Abstract

Der europäische Versicherungsmarkt steht vor einer großen Umwälzung. Aus vielen heterogenen, bisher weitgehend voneinander abgeschotteten Teilmärkten soll nach den Vorstellungen der EG ein integrierter, EG-weit durch dieselben rechtlichen Rahmenbedingungen geregelter Versicherungsmarkt entstehen. Dieses Ziel konnte bisher nur in Ansätzen erreicht werden. Die Niederlassungsfreiheit ist zwar bereits seit Ende der sechziger Jahre realisiert, der mit der Niederlassung verbundene Zwang für Versicherungsanbieter, sich jeweils der Versicherungsaufsicht des Tätigkeitslandes zu unterwerfen, steht einer wirklichen Integration der nationalen Märkte jedoch entgegen. Auch die empirische Untersuchung der österreichischen Unternehmen zeigt, daß die Niederlassung ausländischer Anbieter allein den Versicherungsmarkt nicht entscheidend ändert, solange die gesetzlichen Rahmenbedingungen, die das Wettbewerbsverhalten der Anbieter bestimmen, gleich bleiben.
