Bedeutung der Ursprungsregelung im Außenhandel. Ursprungsregelung im Verhältnis Österreich–EG sowie in den internationalen Wirtschaftsbeziehungen

Abstract

Das Programm zur Vollendung des EG-Binnenmarktes sieht die Beseitigung aller nichttarifarischen Handelshemmnisse innerhalb der Gemeinschaft vor. Ohne vergleichbare Maßnahmen an den Außengrenzen wird dies Drittstaaten auf dem EG-Markt benachteiligen. Das bedeutet, daß der "Ursprung" einer Ware ein wichtiges Kriterium der Wettbewerbsfähigkeit auf dem europäischen Markt sein wird. Aufgrund des Freihandelsabkommens mit der EG wird nur bei einem relativ hohen Wertschöpfungsanteil im Inland der österreichische Ursprung eines Exportgutes erworben, während für die Produktion in der EG im Prizip keine Mindestwertschöpfung vorgeschrieben ist. Dies bringt Nachteile für Österreich als Investitionsstandort, die auch durch die neuen Perspektiven im Osten nicht wettgemacht werden können. Erreicht Österreich nicht die EG-Mitgliedschaft, könnte die angestrebte Brückenfunktion zu einer Position "zwischen zwei Sesseln" werden.
