Der Kraftstoffmarkt in Österreich

Abstract

Österreich zählt innerhalb der OECD zu den Ländern mit den höchsten Nettopreisen von Kraftstoffen. In Österreich reagierten die Kraftstoffpreise zudem auf Änderungen der Rohölpreise schwächer als etwa in Italien und Deutschland. Das Branchenübereinkommen 1990 ("Gläserne Tasche") löste keine statistisch meßbare Änderung im Preisbildungsprozeß aus. Die Rohmarge (absolute Differenz zwischen Kraftstoffpreis an der Zapfsäule ohne Steuern und dem Rohölpreis) verläuft spiegelbildlich zum Rohölpreis: Sinkende Rohölpreise erhöhen, steigende senken die Spanne für Rohölverarbeitung und Kraftstoffvertrieb. Die hohen Nettopreise von Kraftstoffen in Österreich lassen sich nur zum kleineren Teil auf Standortfaktoren, zum größeren Teil auf Wettbewerbsfaktoren zurückführen. Das Hauptaugenmerk der Bemühungen zur Senkung der Vertriebsspanne sollte daher wettbewerbspolitischen Maßnahmen gelten.
