Design und ökonomische Evaluierung eines österreichischen CO2-Pilot-Trading-Systems

Abstract

Emission Trading ist als kosteneffizientes und effektives Instrument der Klimapolitik in der internationalen Diskussion unbestritten. Zur Ableitung von Empfehlungen für ein nationales Pilot Trading in Österreich wurden neben der Analyse der bestehenden Systeme auch die Vor- und Nachteile verschiedener Gestaltungsoptionen diskutiert. Anhand der daraus abgeleiteten Empfehlungen, der internationalen Beispiele und der Simulationsergebnisse werden Schlussfolgerungen für ein nationales Emission-Trading-System in Österreich entwickelt. Zur Schätzung der Effekte eines nationalen Emission-Trading-Systems auf sektoraler und gesamtwirtschaftlicher Ebene wurden insgesamt sechs Szenarien mit dem Energiemodell DAEDALUS III und dem disaggregierten makroökonomischen Modell MULTIMAC IV des WIFO simuliert.
