Finanzielle Beziehungen zwischen Bundesländern und Gemeinden

Abstract

Die finanziellen Verflechtungen zwischen Gemeinden und Bundesländern gewinnen durch den innerösterreichischen Stabilitätspakt an Bedeutung. Die Gemeinden (einschließlich der Gemeindeverbände) zahlten 1999 an die Länder (einschließlich der Landesfonds) 14,7 Mrd. S (1,07 Mrd. €) und erhielten andererseits 8,7 Mrd. S (0,63 Mrd. €). Netto haben damit die österreichischen Gemeinden die Länder mit rund 6 Mrd. S (0,44 Mrd. €) gestützt. Durch die finanziellen Verflechtungen wird der finanzielle Spielraum der Länder größer, jener der Gemeinden kleiner. Die Salden sind stark von der Aufgabenverteilung geprägt.
