Ein Erstansatz für ein nationales CO2-Emission-Trading-System

Abstract

Die im Kyoto-Protokoll vereinbarte Reduktion der Treibhausgase um 13% in der Committment-Periode 2008/2012 stellt Österreich vor große Herausforderungen, wie die Entwicklung der Treibhausgasemissionen im letzten Jahrzehnt erwarten lässt. Die vorliegende Studie diskutiert das Potential und die Grenzen des Instruments Emission Trading zur Erreichung dieses Emissionsziels. Durchleuchtet werden die ökonomischen Argumente und Gestaltungselemente. Besonderes Augenmerk gilt den Anreizwirkungen eines nationalen Trading Systems auf den technologischen Wandel. Die Studie bietet auch einen Überblick über die internationale Diskussion zum Emission Trading und über das erfolgreiche SO2-Trading-System in den USA. Abschließend werden drei Diskussionsvorschläge für die Umsetzung eines Emission Trading in Österreich präsentiert: Konzentration eines Trading-Systems auf nur einen Sektor (etwa die Elektrizitätswirtschaft oder einen anderen energieintensiven Sektor), Beschränkung eines Trading-Systems auf die größten Unternehmen der emissionsintensivsten Sektoren bzw. Ausweitung auf den haushaltsnahen Bereich der Wohnungswirtschaft und freiwillige Beteiligung am Trading-System.
