Prognose für 2011 und 2012: Aufschwung setzt sich fort, Risiken bleiben bestehen

Abstract

Der exportgetriebene Aufschwung der österreichischen Wirtschaft hält an. Das Wachstum wird sich jedoch in der ersten Jahreshälfte 2011 merklich verlangsamen, da der Welthandel und das Wirtschaftswachstum in Asien, Lateinamerika und den USA an Schwung verlieren und die geplanten Konsolidierungsmaßnahmen im Euro-Raum sowie die geringe Wettbewerbsfähigkeit der südeuropäischen Länder die Nachfrage zusätzlich dämpfen. Während sich die Expansion weltweit in der zweiten Jahreshälfte und 2012 wieder beschleunigen dürfte, bleibt sie im Euro-Raum verhalten. Für Österreich erwartet das WIFO 2011 ein Wirtschaftswachstum von 2,2% und 2012 von 2,0%. Hauptantrieb der Konjunktur sind die Exporte; davon profitiert insbesondere die Sachgütererzeugung. Der Aufschwung greift nur zögerlich auf die Investitionen über. Die Konjunkturbelebung trägt zu einer Verbesserung der Lage auf dem Arbeitsmarkt und in den öffentlichen Haushalten bei. Mit knapp unter 7% der unselbständigen Erwerbstätigen dürfte die Arbeitslosenquote hoch bleiben. 2011 sinkt das Budgetdefizit voraussichtlich auf 3,1% und 2012 auf 2,7% des BIP.
