Abstract

Las economías como la peruana tienen que operar en un nuevo contexto: la globalización, que entenderemos como el proceso económico de apertura comercial y sobre todo financiera mundial desde los años 70, con el fin de la relación fija entre el oro y el dólar que marcó la situación de la economía en la última post-guerra. Un aspecto capital de esa nueva realidad es la creciente importancia de las deudas, sean públicas o privadas, de corto o de largo plazo. Desde entonces, se ha pasado de una economía de transacción de mercancías con créditos a una de transacción de las deudas mismas.
