El Neoliberalismo a la Peruana

Abstract

Este libro presenta un análisis de economía política del proceso de ajuste estructural del Perú, entre 1990 y 1997. Este ajuste no hubiera sido posible de no haber existido una profunda crisis en 1990 y de no haberse conformado una coalición política que sustento al gobierno y que le dio credibilidad ante loa agentes económicos, y ante los electores. Al cabo de siete años de aplicación de las reformas existen varios entrampamientos entre objetivos deseados y resultados alcanzados, que no están permitiendo pasar una etapa de crecimiento sostenible, es decir, con generación de empleo y disminución de las desigualdades. En consecuencia, no se están reduciendo los conflictos sociales ni fortaleciendo la democracia. Los procesos de cambio que desencadenan la inflación en las comunidades y las microrregiones de la sierra peruana, son sorprendentes sobre todo por la variedad de respuestas de las familias campesinas, que conviene tomar en cuenta cuando se plantean políticas de precios, salarios, crédito y cambio técnico además de las políticas antiflaccionistas.
