Ajuste Estructural en el Perú

Abstract

Este libro muestra escepticismo sobre las posibilidades efectivas de que el gobierno del ingeniero Fujimori, centralista por antonomasia, lleve a cabo la descentralización. En consecuencia, habría que esperar solo algún proceso de desconcentración, o sea una mayor capacidad de ejecución de los órganos del gobierno central distribuidos territorialmente, a menos que se genere una fuerte corriente descentralista en las regiones, sectores sociales y sociedad civil. Pese a la complejidad del proceso de reconversión económica y política que constituye el ajuste estructural, en el IEP estamos convencidos de que el gobierno de Alberto Fujimori constituye el fin de una época de estilos políticos y económicos. Pero no estamos seguros de que represente el inicio de un nuevo paradigma de desarrollo, a menos que se comiencen a solucionar los problemas estructurales del Perú, el empleo, la pobreza, la descentralización y la desconcentración económica y una inserción competitiva en la economía internacional. Son éstos temas que tratan los artículos que presentamos en este libro y fueron expuestos, por sus autores, en el seminario- Taller Internacional de Gobernabilidad Democrática que Organizo el Instituto de Estudios Peruanos.
