Abstract

En momentos en que nuestro país es testigo de un intenso debate sobre el Sistema Privado de Pensiones (SPP), el cual refleja la pérdida de legitimidad de las Administradoras Privadas de Fondos de Pensiones (AFP) frente a sus afiliados, publicamos este libro con el objetivo básico de evaluar la eficiencia de las AFP en el cumplimiento de sus funciones, examinando al mismo tiempo las reglas de juego que rigen el SPP, con el fin de proponer reformas que lleven a la conformación de un sistema de pensiones eficiente, que garantice el bienestar de la gente mayor de nuestro país. Dichos cambios se justifican porque —por una variedad de razones, entre las que se incluyen el carácter asimétrico de las actuales reglas de juego— la rentabilidad neta real de los fondos del SPP ha sido hasta ahora insuficiente para permitir el pago de pensiones adecuadas a sus afiliados. Por último, siendo que nuestro objetivo básico debe ser aumentar la tasa de ahorro de las familias, es necesario reconocer que esa es una tarea que no puede ser dejada por completo en manos de las AFP.
