Políticas comerciales y cambiarías en el Perú, 1960 – 1995

Abstract

Este libro busca poner en orden lo que se sabe sobre la política comercial y cambiaría en el Perú de los últimos 35 años, periodo que abarca la vida, pasión y muerte del proteccionismo en nuestro país. Para ellos se considera importante explicar primero por qué surgió el proteccionismo en el Perú hacia mediados de la década de 1960. Así, en el capítulo 1 se analizan las cusas del declive de las políticas liberales, que dieron paso al proteccionismo. Es entre los capítulos 2 y 6 que se estudia el periodo de interés, dejando en claro tanto la exagerada e innecesaria importancia de costosos controles cambiarios y restricciones cuantitativas al comercio exterior, como el escaso interés que suscito la integración regional. Como se puede ver en los dos últimos capítulos, este pésimo manejo de las políticas, junto con una serie de “factores exógenos,” contribuyeron al colapso del proteccionismo, todo lo cual no garantiza la viabilidad de las actuales políticas en el largo plazo.
