Abstract

El texto se ocupa, fundamentalmente, del estudio de las políticas públicas; y pretende proporcionar los instrumentos necesarios para el análisis y la aplicación de las mismas. Este documento intenta responder interrogantes comunes, tales como ¿por qué existe el Estado?, ¿cuál es el nivel de intervención que debe existir?, ¿qué restricciones enfrenta en el proceso político?, y ¿qué tipo de financiamiento, y en particular de impuestos, debe utilizarse?
