El libro realiza un recuento histórico de las políticas económicas y sociales de las dos últimas décadas, y rescata la idea de invertir en salud, educación y nutrición como condición necesaria para enfrentar con éxito la transición hacia una economía de mercado. Se propone una agenda detallada de políticas y programas para enfrentar los problemas de cobertura y efectividad del gasto social.
