Abstract

Competence, as an integrity of knowledge, skills and attitudes, does not have a perfect form, because the human being is obliged to develop physically, intellectually, morally and spiritually throughout his entire life. Competence is manifested by the performance of activating effectively and efficiently in various environments where there are opportunities, but also turbulences, uncertainties and risks. Performance enhancement can be achieved through projects. Any sustainable project is ensured by the synergy between the Self’s potential, professional development and institutional development. Traditionally, the term “institutional development project” is meant to attract material resources from extra-budgetary funds. However, institutional development cannot take place without the strategy and tactical planning for professional development of the members of the educational institution. (The author)
