Abstract
This study examines the digital competencies of specialists in the public sector and the education of students in Public Administration. The study aims to examine the multifaceted impact of digitalization on service provision in the public sector, outline trends and challenges related to the growing demand for digital competence among those working in it, and offer opportunities for improving digital literacy, including through appropriate educational approaches for students in Public Administration. The study is structured in five chapters and was developed by different teams of authors, reflecting the various aspects of studying the issues of digitalization and digital competence of specialists in public administration. Chapter one examines the problems and features of risk management in the context of Bulgaria's digital transformation of the public sector. Chapter two aims to identify the opportunities and benefits of digitalization and the development of digital competencies in the provision of social services, as well as the logistics for their implementation, with the aim of better service and, respectively, a higher quality of life for people with specific needs. Chapter three examines the problems of digitalization and digital competencies in public administration, reflecting two perspectives: an IT specialist working in municipal administration and a habilitated informatics lecturer. Chapter four analyzes the understanding of students' digital literacy in Public Administration, examines their current state, and outlines guidelines for their future improvement by applying competency-based educational approaches. Chapter five examines the challenges of applying artificial intelligence in the context of the digital transformation of the public sector and e-government. As a result, an integrated approach to public administration training is proposed, focusing on the widespread application of artificial intelligence and developing a framework of skills that guarantees a thorough understanding of all applied aspects of artificial intelligence in the public sector.
