Abstract

Desde la Constitución Nacional de 1991, el Estado Colombiano profundizó la descentralización política, administrativa y fiscal. El proceso se consolidó con dos reformas integrales a las reglas de las transferencias de recursos entre los distintos niveles de gobierno. El esquema vigente del Sistema General de Participaciones (SGP) tiene un régimen transitorio hasta 2017. La eliminación de la transitoriedad traerá importantes implicancias fiscales tanto para el nivel central como para los gobiernos subnacionales. Este libro analiza la evolución del SGP, al tiempo que recoge experiencias de sistemas de trasferencias de otros países de la región para aportar elementos a la discusión de política pública sobre la descentralización en Colombia y la potencial reforma al sistema de transferencias.
