Migraciones en el hemisferio: Consecuencias y relación con las políticas sociales

Abstract

Este documento constituye una aproximación de algunas de las principales consecuencias de los fenómenos migratorios que ocurren en el hemisferio y un esbozo de algunas respuestas gubernamentales en materia de política social abocadas a contrarrestar sus efectos negativos. Se examinan los cambios en el volumen, composición y destinos de los flujos migratorios recientes y se analizan las consecuencias sobre los mercados de trabajo y la selectividad de los migrantes, asociadas a los procesos de cambio económico, tanto en países de origen como de destino de las migraciones contemporáneas en América Latina y el Caribe. Se da especial atención a los movimientos de población derivados de frecuentes situaciones de conflicto político, que han puesto a prueba los mecanismos regionales de protección y asistencia. Asimismo, han convocado a la comunidad internacional en la generación de respuestas en el marco de la responsabilidad compartida para la búsqueda de soluciones definitivas para grupos altamente vulnerables, como es el caso de refugiados y asilados.
