Abstract

En Calles más seguras se presenta un modelo en el que la policía y la comunidad trabajan juntas para prevenir tanto la violencia policial como el crimen, mejorar la legitimidad de la institución y reducir el temor a la delincuencia. Los cuatro casos analizados se refieren a situaciones de crisis de confianza en la policía que motivaron en sus inicios el surgimiento del programa de policía comunitaria. A partir de dichos casos se examinan las dificultades inherentes a la implementación de programas de esta naturaleza y se destacan sus efectos positivos. Se identificaron cuatro casos que cumplían las condiciones requeridas por un estudio de esta especie: los programas de policía comunitario de Villa Nueva (Guatemala), Bogotá (Colombia), y SaÞo Paulo y Belo Horizonte (Brasil).
