Abstract

En América Latina y el Caribe el uso de Cuentas Nacionales de Salud (CNS) recibió, en los años noventa, fuerte impulso gracias a la asistencia técnica y financiera de organizaciones multilaterales. El presente manual se basa en más de quince años de trabajo de la Secretaría de la Organización de Cooperación y Desarrollo Económicos (OCDE) sobre las comparaciones internacionales de datos de atención de la salud para el análisis económico de la política sanitaria. En la actualidad, las Cuentas Nacionales de Salud se encuentran en fases distintas de desarrollo y pueden diferir no solo en los límites que separan la salud de otras actividades sociales y económicas, sino también en cuanto a las clasificaciones utilizadas, el grado de detalle y las normas contables. El Sistema de Cuentas de Salud (SCS) proporciona la estructura básica para elaborar un conjunto de tablas interrelacionadas que permitan presentar en un formato normalizado los gastos en salud y su financiación. El SCS fue creado con el doble propósito de proporcionar una estructura para la recogida de datos internacionales y de constituir un posible modelo para rediseñar y complementar las Cuentas Nacionales de Salud, con la finalidad de apoyar a quienes elaboran las políticas en esta área.
