Abstract

Se sabe que existen dos caminos fundamentales para mejorar la calidad de la enseñanza en un sistema escolar. Uno es invertir en mejorar las calificaciones de los docentes utilizando para ello programas más sólidos de formación inicial o de capacitación en servicio. El otro es modificar los incentivos que operan en relación con los actores involucrados en el proceso de aprendizaje --especialmente los docentes mismos-- para que adopten, con más frecuencia o acierto, prácticas conducentes a un aprendizaje exitoso por parte de sus alumnos. El presente volumen se centra en la importancia de la segunda vía. Dado que se le ha prestado mucha menos atención que a la primera en la investigación y en las políticas educativas, sabemos relativamente poco sobre cómo avanzar por ella. Se trata, pues, de una exploración inicial del tema a través de un análisis de quiénes son los docentes y a qué incentivos se enfrentan en diversos países y distintos tipos de escuelas en América Latina.
