Abstract

La evaluación de impacto es un componente de las políticas y programas con una importancia cada vez mayor en la planeación en general, y en la pública en particular. En efecto, si bien es necesario mostrar los resultados de la acción pública, es quizá más importante demostrar que ha habido cambios significativos en la solución de un problema o en el aprovechamiento de una oportunidad, y que esos cambios obedecen a acciones deliberadas, planificadas de antemano con criterios de economía, eficiencia y equidad. Esa es la esencia de la evaluación de impacto. La administración departamental, consciente de la necesidad de este componente, ha querido iniciarlo con el actual plan de desarrollo, con pleno conocimiento de las dificultades que entraña un proyecto de esta naturaleza.
