Abstract

La Constitución de 1991 erigió al Banco de la República como un banco central independiente y a su junta directiva como la autoridad monetaria. cambiaria y crediticia. Como autoridad cambiaria y crediticia. Como autoridad cambiaria le compete a la junta de decidir su intervención en el mercado de divisas y establecer las reglas aplicables para las transacciones entre residentes del país y los no residentes en Colombia. Esta regulación fija las condiciones para el pago de las obligaciones por importaciones, exportaciones y servicios de toda naturaleza y las condiciones para que un residente en el país adquiera activos en el exterior y para que los residentes inviertan en Colombia.
