Abstract

Dentro de la política de participación proactiva y de compromiso con el desarrollo del país, Emtelco S. A., como empresa del Grupo Empresarial EEPP de Medellín, en desarrollo de una normativa y regulación del sector de telecomunicaciones acorde con las necesidades del país, las empresas y los usuarios, y las actividades económicas que permitan alcanzar niveles de clase mundial, a través de su presidencia y la secretaría general, en colaboración con la Universidad Externado de Colombia, asumieron el estudio de dos aspectos que, no por poco importantes e incidentes en la dinámica del sector, han carecido de juiciosos y completos análisis por parte de la doctrina y la jurisprudencia. Nos referimos al tema de los servicios públicos de valor agregado y telemático y su aplicación a los servicios de contact center.
