Abstract

La relevancia del derecho al agua, la normatividad que determina y regula las relaciones del hombre con este recurso natural, la forma en que se ha construido el régimen de servicios públicos relacionado con el agua, entre otros aspectos, exigen el desarrollo de lo que hemos llamado el derecho de aguas, que por ser objeto de estudio individual, por tener sus propios principios y un conjunto de normas de aplicación particular, cada vez más se viene considerando como una rama del ordenamiento jurídico de especial relevancia para la satisfacción de las necesidades básicas aún insatisfechas y para cumplir con el logro del desarrollo sostenible. Los artículos que hacen parte de este volumen pueden ser divididos entre aquellos escritos por profesores colombianos, que hacen especial referencia al derecho de aguas de este país, y los artículos de profesores extranjeros, que examinan asuntos relacionados ya sea con el derecho internacional de las aguas o con el derecho de las aguas extranjero. Iniciaremos la descripción de la parte nacional.
