Abstract

En tiempos de crisis económica el gasto público constituye una de las principales herramientas a la que acuden las autoridades con el fin de reactivar las economías. Este gasto se canaliza a través de la inversión pública, fundamentalmente en infraestructura. Como consecuencia de ello, la contratación pública adquiere una importancia mayor, ya que debe ser un vehículo ágil y eficiente para general desarrollo y lograr una adecuada inversión de los dineros públicos. Por esta razón, los artículos compilados en esta obra son un aporte que la academia ofrece a la comunidad jurídica para contribuir al cumplimiento adecuado de estos objetivos que persigue la inversión pública a través de la contratación.La Universidad de los Andes ha logrado año tras año reunir en un espacio de reflexión académica sobre la contratación pública a connotados juristas tanto nacionales como internacionales, quienes en esta ocasión presentan una serie de artículos que se ha tenido el honor de compilar en esta obra y que tratan los principales temas que preocupan a los operadores de la contratación.
