Sistema Nacional Ambiental - SINA 15 años. Evaluación y perspectivas

Abstract

En el año de la celebración de los primeros quince años del Sistema Nacional Ambiental de Colombia (SINA), el Grupo de Investigación en Derecho del Medio Ambiente de la Universidad Externado de Colombia ha desarrollado un proyecto de investigación con el fin de evaluar las instituciones, los principios, las normas y los demás componentes del sistema. Todo con el fin de identificar sus logros y vislumbrar los retos que debe enfrentar el sistema en el escenario global. Por esta razón, y con el ánimo de presentar los resultados de dicha evaluación, se ha considerado dedicar al tema las X Jornadas Internacionales en Derecho del Medio Ambiente. En este orden de ideas, el Grupo de Investigación en Derecho del Medio Ambiente se complace en presentar a la comunidad académica la presente publicación, que ha pretendido analizar el sina desde la mirada de sus principales actores y desde una perspectiva jurídica nacional e internacional. Para el logro de este objetivo hemos tenido la fortuna de contar con un equipo de docentes, investigadores y funcionarios públicos del más alto nivel, quienes han remitido oportunamente sus análisis, investigaciones y estudios sobre el Sistema Nacional Ambiental. Todos estos artículos han sido presentados durante las X Jornadas Internacionales en Derecho del Medio Ambiente, que se llevaron a cabo en el mes de noviembre del año 2008 en la Universidad Externado de Colombia.
