Abstract

El exiguo trabajo investigativo que sobre la temática competencial se ha desarrollado en nuestro medio, así como los pocos trabajos doctrinales encontrados sobre el mismo, y la continua colisión y concurrencia de competencias que se desarrolla al interior de la Administración, bien por los conflictos entre las diversas entidades, ora por las variadas posiciones asumidas dentro de las mismas, han servido de fundamento para la articulación de un débil andamiaje jurídico-doctrinal que en materia ambiental se encargue de, por lo menos, poner de presente estas bases en el ámbito de la competencia.
