    El Derecho Administrativo hunde sus raíces en la Constitución. La Constitución del Estado social y democrático de derecho dispone que la administración pública sirve con objetividad el interés general y está sometida a la ley y al derecho. Por tanto, el Derecho Administrativo, que tiene como fuente primera y principal a la Constitución, ha de proyectarse, en su función de ordenación racional de los asuntos públicos de acuerdo con la justicia, en el marco de los preceptos constitucionales que vertebran la organización y el cometido de los poderes públicos. Aproximación al Derecho Administrativo Constitucional es una investigación jurídica del catedrático español de Derecho Administrativo, Jaime Rodríguez-Arana, actual presidente del Foro Iberoamericano de Derecho Administrativo, en la que se pone de relieve el profundo impacto de la Constitución española de 1978 en la configuración del concepto y de algunas de las principales categorías e instituciones del Derecho Administrativo. Es el caso del reglamento, del acto administrativo, de las medidas cautelares en lo contencioso administrativo, de la función pública, de los servicios de interés general o de la organización territorial del Estado.
