Abstract

La libertad de expresión es el fundamento de la democracia y la participación, y por ello hace posible las demás libertades. Pero, ¿puede una absoluta libertad de expresión ser coherente con una sociedad que proteja los derechos humanos y garantice el pluralismo y la diversidad? Este es el dilema central de la regulación de medios, especialmente en Iberoamérica, una región en la que las democracias experimentan avances esperanzadores, así como desafíos considerables en el terreno de la libertad y la comunicación.
