Developing an ASEAN EV Battery Passport: Readiness and Policy Framework

Abstract

The transition to electric mobility in ASEAN is accelerating, but significant regulatory, institutional, and governance challenges continue to hinder effective management of electric vehicle (EV) battery lifecycles. As global requirements for battery traceability and sustainability become more stringent, ASEAN risks losing competitiveness without a more co-ordinated regional approach. Recognising this challenge, Malaysia, during its ASEAN Chairship in 2025, prioritised the development of guidelines for an ASEAN EV battery passport. This study assesses the readiness of ASEAN Member States to implement a regional battery passport framework. It finds considerable variation across the region, with Indonesia, Malaysia, Singapore, and Thailand demonstrating relatively advanced readiness, whilst several other member states remain at earlier stages of development. Existing efforts are constrained by fragmented policies, limited interoperability, and weak institutional co-ordination. To address these challenges, the study proposes a phased and flexible implementation strategy, supported by common technical standards, strengthened regional governance, and targeted capacity-building. A regional battery passport framework would enhance traceability, support circular economy objectives, and strengthen ASEAN's long-term competitiveness in global EV value chains.
