A defesa nacional e os programas estratégicos de defesa no ppa 2016-2019

Abstract

Este texto avalia a política de defesa nacional brasileira tendo como referência os objetivos estabelecidos pela Política de Defesa Nacional (PDN), pela Estratégia Nacional de Defesa (END) e pelo Livro Branco de Defesa Nacional (LBDN). Busca-se elucidar se as metas elencadas em tais documentos têm sido atingidas, especialmente no tocante à autonomia tecnológica e ao fortalecimento da Base Industrial de Defesa (BID) no Brasil. Para tanto, analisamos a alocação orçamentária do setor conforme disposto pelo Plano Plurianual (PPA) 2016-2019, relacionando ações, objetivos e metas aos Programas Estratégicos do Ministério da Defesa (MD). Conclui-se que, apesar da situação econômica adversa registrada no país ao longo do período, houve um crescimento nos investimentos em projetos de teor tecnológico relativamente alto. Contudo, a pesquisa também demonstrou que a mesma tendência não ocorreu em áreas igualmente importantes para a defesa nacional, tais como os setores nuclear e espacial.
