Abstract

O objetivo deste texto é examinar, sob a perspectiva do comércio internacional, as características gerais de funcionamento da regulamentação técnica, da normalização técnica e dos procedimentos de avaliação de conformidade (infraestrutura de qualidade) adotados por Chile, México e Colômbia. Em seguida, buscar identificar, sob uma perspectiva que relaciona o comércio à infraestrutura da qualidade, semelhanças e diferenças entre esses três países e os dois principais membros do Mercosul, Brasil e Argentina. Na conclusão, procura-se demonstrar que, no mundo atual, barreiras regulatórias são mais relevantes ao comércio que barreiras tarifárias, e que os temas da coerência e convergência regulatórias devem se tornar prioritários nas negociações comerciais.
