Abstract

No cabe duda que en las últimas décadas han proliferado notablemente las experiencias de participación ciudadana. Un gran número de administraciones públicas, ayuntamientos en muy buena parte, han llevado a cabo procesos de participación de índole diversa, muchos de ellos vinculados a cuestiones urbanísticas, medio ambientales y de desarrollo económico. Por otro lado, también se han creado una enorme cantidad de órganos participativos de carácter permanente conocidos como consejos de participación ciudadana, todo ello con la intención de incorporar criterios ciudadanos en la definición de las políticas públicas. Pero lo cierto es que existen muchas dudas sobre el impacto que han tenido todas estas experiencias por lo que respecta a su capacidad de hacer frente con éxito a los problemas de unas sociedades cada vez más complejas. Se multiplican las voces que critican y acusan a la participación de haber provocado un cierto caos dentro de la administración y de haber generado falsas expectativas a unos ciudadanos que, más que participar, exigen que la política sea capaz de solucionar sus problemas.
